On Monday, May 19, Luxembourg opened a new chapter on its journey toward digital advancement. The government launched Accelerating Digital Sovereignty 2030, a three-part strategic initiative centered around data, artificial intelligence and quantum technologies.
Ministers Elisabeth Margue, Stéphanie Obertin and Lex Delles attended the Monday press conference to present the three strategies and the overarching ambition, part of the 2023–28 coalition agreement.
The world has changed rapidly since Luxembourg published previous related strategies, including 2019’s Artificial Intelligence: A Strategic Vision for Luxembourg.
Multiple government bodies came together to make this new initiative a reality: the Department of Media, Connectivity and Digital Policy (SMC) of the Ministry of State, the Ministry for Research & Higher Education, the Ministry of the Economy, and the Ministry for Digitalisation.
Luxembourg’s ambition is to become a “country of digital and technological innovation centred on people, agility, sustainability and international collaboration” by 2030. To achieve this, it requires contributions from all corners of the public and private sector. The government aims to focus on building a dynamic, inclusive digital ecosystem open to the world and supported by leading infrastructure and resources.
Importantly, the Grand Duchy aims to become a pioneer in EU-wide decisions around digital ethics, specifically what constitutes trustworthy AI and data management practices, today and moving forward. Its approach prioritizes the principles of people-first, sustainability, democratic discourse, open-source models, agility, trustworthiness and sovereignty.
In order to avoid a siloed approach, the initiative and its three strategies center around six key enablers:
- Governance & regulations
- Talents & skills
- Infrastructures
- Service ecosystem
- Research & innovation
- International collaboration
Accelerating Digital Sovereignty 2030 will largely manifest as targeted flagship projects that address each of these enablers across industries, stimulating the innovation ecosystem.
