The Grand Duchy is currently the only EU country to have an operational legal framework for electronic archiving.
In keeping with the Digital Luxembourg initiative, current legislation acknowledges the legal value of digital documents and, under certain conditions, provides substantial guarantees of their compliance with the original. The legislation also makes provision for a new status, that of the ‘provider of dematerialisation and conservation services’ (prestataire de service de dématérialisation et de conservation – PSDC) for businesses active in the field of electronic archiving.
On 1 February 2017, Deputy Prime Minister and Minister of the Economy Étienne Schneider was present at ILNAS’ accreditation of PECB Europe as the first certification body in the field of electronic archiving in the Grand Duchy, and the certification of LabGroup Luxembourg S.A. as the first business to act as a provider of dematerialisation and conservation services (PSDC).
In his introduction, Deputy Prime Minister and Minister of the Economy Étienne Schneider said, “With electronic archiving and the PSDC status, we are taking one more step in implementing our Digital Lëtzebuerg strategy, and we are going to be able to attract new economic players to the Grand Duchy, whether they are companies active in electronic archiving or companies wishing to take advantage of our benchmark legislation for the electronic archiving of their own documents.”
