In order to be able to gather at any time proposals and suggestions from citizens, businesses and even the administrations themselves, in November 2014 the Government created the public consultation platform called ‘Vos idées nous intéressent’ (‘We’re interested in your ideas’), which can be accessed at www.vosidees.lu.
Since it went online, www.vosidees.lu has attracted some 200 contributions aimed at modernising the State by simplifying administrative procedures. Following analysis by representatives of the Ministries concerned, more than a quarter of these contributions have been followed up and have become projects for public action; 18 have already been implemented, and 33 are currently still in hand.
These projects, together with many other plans for modernising the State initiated by the Government, are currently providing the substance of a Governmental action programme for administrative simplification entitled «Einfach Lëtzebuerg», launched by the Government in Council on 11 March 2016.
The approach is based on the following principles:
- a re-examination of existing legislation,
- quality control,
- greater transparency and consultation,
- the digitisation of procedures.
Strategic, intelligent digitisation of procedures
As for the strategic, intelligent digitisation of procedures, each project is examined for compliance with the following principles for the implementation of a high-quality digital administration:
- Digital by default: make sure that every new law takes into account and incorporates the use of electronic means,
- Once only: make provisions for the re-use of information already in the possession of the public administrations,
- Open data: encourage the re-use of data beyond the initial use by the administration.
Centralisation: make the most of opportunities to group various initiatives and services in the same place or on the same site.
